By default, PostRSS checks each feed every 5 minutes on all plans, and every minute on Enterprise plans, and publishes new items as soon as it finds them. For many sites that is exactly right. The time zone becomes important when you want more control over when posts go out.
On paid plans you can set posting windows, so items are published only between chosen hours, or pick exact times on chosen days. Those hours are read in the time zone you select, which means “9:00 to 18:00” really is the working day of your audience rather than the server’s clock. Items found outside the window wait and go out when the window opens. Together with the maximum number of posts per update, this spreads your content across the day instead of releasing it in one burst.
If you serve more than one region, you rarely need more than one PostRSS account. Each target, such as a Facebook Page, a Telegram channel or a LinkedIn Page, has its own settings, so the same feed can go to several accounts with different timing. A European page can post in the morning European time while another account waits for the North American morning.
